除了…以外: apart from, except
除了…还/也 = besides (adding); 除了…都 = except (excluding).
Structure
- 除了 A (以外)，还 / 也 + …
- 除了 A (以外)，都 + …
How it works
With 还 or 也 in the second half, 除了 adds something: 除了汉语，我还学日语 = besides Chinese, I also study Japanese.
With 都 in the second half, it excludes: 除了他，我们都去了 = everyone except him went.
以外 is optional.
Examples

除了汉语以外，我还会说英语。
Chúle Hànyǔ yǐwài, wǒ hái huì shuō yīng yǔ.
Apart from Chinese, I can also speak English.

除了星期天，他每天都上班。
Chúle xīngqītiān, tā měi tiān dōu shàngbān.
He works every day except Sunday.

除了我以外，大家都去过上海。
Chúle wǒ yǐwài, dàjiā dōu qù guò Shànghǎi.
Everyone except me has been to Shanghai.

Common mistakes

✗除了他，我们去了。（meaning “except him”）
✓除了他，我们都去了。
To exclude, add 都.

✗除了汉语，我学日语。（meaning “also”）
✓除了汉语，我还学日语。
To add, use 还 or 也.
